Support Organization for Strengthening Technical Human Resource Capacity for Scaling up Rural Sanitation Campaign in the states of Rajasthan, Gujarat and Bihar under Swachh Bharat Mission- Water and Sanitation Program (WSP),The World Bank
The Water and Sanitation Program (WSP) is a multi-donor partnership created and administered by the World Bank to support poor people in obtaining affordable, safe, and sustainable access to water and sanitation services. WSP’s activities in rural sanitation predominantly support the different tiers of Government and WSP support for Swachh Bharat Mission forms part of a multi-year global scaling-up rural sanitation program. With an objective to assist the government in scaling up rural sanitation, the World Bank has engaged TRIOs as a support organization (SO) to strengthen technical human resource capacity under “Swachh Bharat Mission” in State of Rajasthan. It has also provided consultants for Bihar and Gujarat based on the demand and requirement under the program. Services of TRIOs are :
- Engaged State level Consultants for State Technical Support Unit (TSU) and District Support Units (DSUs) in selected districts to provide hand holding services to the manpower engaged by the state and district administration under SBM
- Built the technical capacity of state and district support units to promote community led approaches of rural sanitation.
- Provided technical human resources based on: a) Demand from the state and district administration and b) Assessment of enabling conditions for promoting a community led behavior change approach.
The activities undertaken by the consultants of TRIOs have been evaluated internally and externally by WSP as well Government. Based on the success of this model it has not only been scaled up to State level in Rajasthan but also initiated in states of Bihar and Gujarat.
